HHG has been the standard for a long time and is calculated from post office to post office in any given city by the shortest route.
The difference is HUGE and mileage differentials are the biggest shell game in trucking. Pay on HHG/Short miles. Bill the customer on Practical or truck miles. This is also big with brokers. Using certain miler softwares you can run "short" miles or truck practical miles, then the broker wants to pay the truck on "short" miles, bill the customer practical miles and pocket the difference. That is why I say the difference is HUGE.
