That would make a head ache of a scenario...
The "cartage" law has been bi-passed, by several Canada and Mexico based carriers, by those carriers either buying up American companies and operating them as "Independent" companies, or by "Incorporating" in the USA and acquiring US operating authority.
There are also American based carriers that have done the same in both of those countries.
Schneider National has even made the move to China.
