I realize that this thread has been dead for awhile but I felt the need to add my 2 cents. I started out reading the posts, and just got sick of all the back and forthing. The fact is, you need the appropriate papers to opperate the 10 meters, plain and simple. Now that we all are on the same page, HAMS STOP BEING PIGS! Its rediculous. If you want people to stop pirating your bandwidth, its time for a new tactic. Stop talking so negatively about drivers, who, if it weren't for us you wouldn't have 2 cans and a string to talk through. We as drivers also need to respect the rules as well. If hams would stop crying, and start trying to inform and include us, I truly believe that there would be alot less freebanding if hams didn't try to cause trouble for drivers. Thats not to say everyone will try to follow the rules, but it might help. Saying that the FCC should wait in scale houses and confiscate export radios is obsurd. If thats the case, anyone with a radio liscence should have their equiptment inspected by the FCC on a regular basis. Yeah, that will solve the problem, steal your stuff, like you want them to do to us, b/c thats what it is, theft. Enough of my blathering, bottom line, if you try to include instead of exclude, you might just see things going your way. Don't be a tattle tale, be a man, or woman.
