I believe the story goes on to say;

The Report goes further to explain, out of some rare coincidence, the driver.. Jose Pene Dejo a Mexican National working illegally in the Boston Metro, was struck by a Mexican Tourist Bus.

Capt. Clancy O'Toole, of the Boston Regulation Authority (BRA) stated the need for Tunnel Warning signs to be placed in both Spanish and English.
