Changes in English requirements

Well I was reading posts again on this website, I saw someone mentioned something about a change in pre trip requirements. So, I got looking at the FMCSA site and I stumbled across a change in the english speaking requirements and figured I would post for you.

(b)(2) Can read and speak the English language sufficiently to converse with the general public,

If not mistaken I believe it read before, Must speak and understand English. I dont think it said anything about "sufficiently to converse".

Am I wrong? I dont remember that reading like that.

Theres the link if you want to check it out.

Peace

I'm pretty sure this is legalese for the same thing. If we started requiring a proper english test to apply for a CDL, there would be an even larger driver shortage.

This only gets more strange as time goes on. We'll only discover the true intentions after the noose tightens.

Unless there is a common language, there could be problems communicating with law officials as well as shippers and receivers. That is part of the reason they have previously required an understanding of English. Directions are another reason. Signage is usually in English. If an allowance is made for one language, other than English, then others will expect accommodations to be made for their language. It isn't practical. Most of the free world speaks English in the business community.

Gee, I didn't realize there was a driver shortage. Even if there was it would be no excuse for not requiring an English language proficiency.

So what level of English proficiency would be good enough and who would determine that?
