Changes in English requirements

Well I was reading posts again on this website, I saw someone mentioned something about a change in pre trip requirements. So, I got looking at the FMCSA site and I stumbled across a change in the english speaking requirements and figured I would post for you.

(b)(2) Can read and speak the English language sufficiently to converse with the general public,

If not mistaken I believe it read before, Must speak and understand English. I dont think it said anything about "sufficiently to converse".

Am I wrong? I dont remember that reading like that.

Theres the link if you want to check it out.

Peace

I'm pretty sure this is legalese for the same thing. If we started requiring a proper english test to apply for a CDL, there would be an even larger driver shortage.

This only gets more strange as time goes on. We'll only discover the true intentions after the noose tightens.

Unless there is a common language, there could be problems communicating with law officials as well as shippers and receivers. That is part of the reason they have previously required an understanding of English. Directions are another reason. Signage is usually in English. If an allowance is made for one language, other than English, then others will expect accommodations to be made for their language. It isn't practical. Most of the free world speaks English in the business community.

Gee, I didn't realize there was a driver shortage. Even if there was it would be no excuse for not requiring an English language proficiency.

So what level of English proficiency would be good enough and who would determine that?

Would being fluent in Ebonics be allowed as a substitute for English?? :D

Fozzy 03-12-2007 02:07 PM

Like I saw on someone else's signature line
"Press 1 for english, press 2 for Mexico"
My brother drives for a local O/O and he has the biggest problem with dock workers in Calif. that don't speak english. His last drop in Roseville Ca. for a major grocery/retail chain had hispanic dock workers that tried to charge him $225 to offload 11 pallets that were just roll-offs. He told them he was ready to pull out 5ft from the dock and just dump them right there. Then a lead dock worker, who says he was a union worker says the charge stays. My brother says the hispanic workers were not union and most likely undocumented immigrants, since none of them could speak very much english. My brother's boss said to unload the pallets himself, stay there until someone signs whatever paperwork, and let the freight broker work out the charges.
The shipper is a big time food company here in Oregon and is not going to like it what this grocery/retail chain is allowing to happen here. Sounds to me like there illegal actions happening at this dock/warehouse.

I would have pulled out my phone and said, "Since we seem to have a communication problem, I will be glad to call someone from the local INS to come here and interpret!"

Doesn't really matter. Same requirement applies to becoming a citizen. And Bush will throw that out along with his pardon of Scooter!

Just wait until the laws are changed to require ALL American citizens to be conversant in Spanish!

Funny thing.... coming up from Nogales to Tucson, the signs tell you how far to the next town in Kilometres. But, the speed limit signs are in MPH! Now how am I supposed to know if I'm speeding if my speedometer is in kilometres??

And WHY post a sign giving kilometres to the next town, if the sign is in ENGLISH???

I'm getting confused here..... WHAT country do I live in???

Never mind. I found a phone number to call for information. It says "press one for English." Hopefully, the Pakistani who answers will be "conversant" in English!

they have put on all these regulations over the years trying to clean up the trucking industry and control your lives. now the swifts and celadons are getting what they really want. mexican trucks and drivers and all that other bs can fly out the window.they will enforce all the regs on you and not some poor immigrant. that would be racist.
ill ask you one more time. if you have a year of experience. quit those big scoundrels . work for an all american company.

TruckinRanger 03-18-2007 04:12 AM

I agree with you their homer. Jerry Moynes gets away with insider trading. He should have been treated like Martha Stewart, and she should still be in prison.

Did you ever hear of the Metric Man in England? They hounded that guy to death because he wanted to sell in pounds. I found something regarding other Metric Martyers from 2002. Brussles is were their laws are coming from within the European Union. It is a criminal offense to sell in pounds over there.

I wonder if they are going to switch here in our Hemisphere.

'Metric martyrs' lose court battle
Steve Thoburn outside the High Court in London
Mr Thoburn was fined for selling bananas by the pound
Five market traders have lost their High Court battle for the legal right to trade in pounds and ounces.

Lord Justices John Laws and Peter Crane gave their decision on Monday to the traders - dubbed "metric martyrs" - who are from London, Surrey, Wearside and Cornwall.

Their lawyers argued in the High Court that making it "a criminal offence to sell a pound of bananas in order to please Brussels" threatened to cause a "deep constitutional crisis".
