Owner-operators can bid on government loads at https://www.gsa.gov/portal/category/21192.

Possible load opportunities
 
Mercer Transportation (877) 518-0466 may have leads for FEMA related loads
Averitt 877-783-3955 is working with Red Cross loads

Government loads:
The GSA Site for the loads are listed at: https://www.gsa.gov/portal/category/21192

Also the load boards are full of loads working with Hurriicane related relief and load opportunities.

Landstar usually gets involved with FEMA. If you want to do business direct with the federal government you usually need to put up a cash bond. I am not sure whether things differ with FEMA. I would check with some if the larger brokers, such as CH Robinson.
