Maine!!! Particularly in the Spring "mud season" when the roads break up and potholes appear everywhere...then there is LA...no excuse there except for low budget maintenance...then there is...
I vote for Missouri. My original pick was Pennsylvania (where I live) but I will never forget my first time driving through Missouri. And I didn't think any state could possibly be worse than PA.
Pennsylvania should be listed as an option, and I live in this Construction-Season-Lasts-All-Year Common-Wealth (the word is hyphenated as an oxymoron, because there is no common wealth in Pennsylvania: It's all uncommon.
Ya'll think those roads are bad, go to Hawaii. Those roads suck. There are pot holes everywhere, and it tore up my last car when I hit one (because of rain) it was like 4 or 5 inches deep and about a foot wide. They really don't take care of the roads all that well. I still remember this one road going from honolulu near the ship yards, and goes onto H-1. there what a ramp that was like at a 30 or 45 degree (about 10 feet long). I hit that ramp, and my friends got it on tape, and i went airborn. I was about 4 feet in the are for about a 10 foot stretch. Thank god i had a good suspension on that car.
why is eastcoast #2 and midwest #3 ?????????????????????????????????????

some truly awful roads over here! probably worst of all is "sutton bank" in north yorkshire. there were 287 goods vehicle blockages there last year(guys losing traction on turns and its so steep your parking brake may not hold you) another is "carmarthen" to "cardigan" road, so narrow if two hgv,s meet then one has to reverse back to a passing place. i go up there regurlarly  roads in worst state of dis-repair? try entire UK
