Welllll...........maybe maybe not. That exact situation was posed a few years ago when word came out that work had begun on autonomous vehicles. A reporter posed the following question to Google and Uber, "How will the system react to a human jaywalking or an animal in the road?" No answer was actually given, it seemed neither had thought of that situation at that time. I guess we now know how it will react, exactly how insurance companies tell drivers to react, HIT IT! Don't swerve or attempt to do an emergency stop, drive through it and safely stop afterwards. Honestly, had the monitor been actually driving, the outcome is still the same. The timing was 1.2 seconds from first seeing the person/bicycle until impact. Average human reaction time is just over 2 seconds. While the monitor appeared to not be looking ahead just prior to it, didn't matter, outcome is still the same.
