It sounds like a bad case of grimlins. I don't know what is going on, but if it were me I would take it to a shop that could connect to the ECM and do a diagnostic. It should not cost more than about $40. Usually, it doesn't take much time. If the fuse is hot, it may just be a bad fuse. It should not be hot. I would try that first. If that didn't solve the problem, then I would connect to the ECM. If it is a Cummins engine, they should be able to do it for you. In fact, any of the major engine manufacturers can do it at one of their distributors or authorized dealers. Your International dealer may be able to do it, but the dealers always seem to charge me more than other shops.
Moving this to Truck Maintenance.

International uses a wiring system they call "Diamond Logic", which instead of a zillion wires running everywhere, from sensors to guages, switches to lights, etc., they use a few data wires that run through computers. This is as simple as I can explain it without going really deep into it. When there is electrical problems like this, you will need Diamond Logic software to diagnose. Unfortunately as GMAN says, this means taking it to a shop.
One of the things you might try first is check the battery terminals and make sure they are all clean and making good contact. That may not correct your problem, but it won't hurt a thing either.
