It depends on the state. My state has an exemption if you have a MC number. Georgia charges sales tax and must be paid when you title the truck. I could title my truck in either Georgia or Tennessee. Because of the sales tax, I titled it in Tennessee, because of the sales tax exemption. I would check where you register your truck to see if your state has an exemption. If not, it is usually required to pay sales tax when you register it or get the title.
As far as base plates are concerned, it is usually cheaper to get your own in your home state than through a carrier, unless they furnish them at no charge. Many carriers plate in Illinois. You will likely pay about $2,200 for base plate and permits going through your carrier. I can plate in my home state and get all my permits for less than $1,700. I think the base plates alone run about $1,400. Those costs will vary according to each state.
