I would guess either what U-turn already did, or else maybe the guy with really high blood pressure had a really good work history or something, and he was worth extra effort.
That happened to me. My first physical, my BP was so high I should be legally dead, but it had just been a really stressful day up to that point. It was normal the next day, like it always is. I test my BP all the time, and it's fine. Almost borderline, but not quite, and that's good enough for government work.
