What states, if any, allow IFTA break on deadhead?

Title says it all. We rarely ever go out of state, but recently had a customer who really wanted some of our product expedited to him on Good Friday, I was unable to find a carrier, and we ran it ourselves from Ohio to Nebraska, then back empty. I have head some buzz about states giving a break for deadhead, but am unable to locate anything. Any help is appreciated. Thanks

You are required to report all miles driven in each state on your IFTA, whether loaded or empty.

The break you get is the increase in fuel economy thus increasing your over all average fuel economy.
