negotiate hard, the prices are higher than the going rate.

I assume you are talking about the Select Trucks Program. They revamp it every few years. I haven't looked at it for a while, but assume it is basically the same program they have had for years. If so, the price will run about $20,000 over the current retail. They tend to prey on those with little or no credit, no money and little or no experience who will do most anything to call themselves an owner operator. It is a way to get into a truck, but be prepared to pay a heavy price for the privilege. I am not trying to discourage you from buying a truck, but there are less costly ways to do it. If you have some experience and decent credit there are other sources of financing available.

I tried to get into this program but I'm Canadian and they don't offer it in Canada. I got a used truck but knowing what I know now I'd buy a NEW TRUCK. I actually got approved for a 2007 International 9400 but GE Capital wanted $3,000 more than I what I had for a down payment and I could not find anyone crazy enough to lend me the extra dough.

If you buy used, the payments will be lower, but you'll spend tons of time and money on fixing/customizing the truck to make it comfortable for yourself.

NOTE: Loan interests for new trucks are always LOWER than for used trucks, so if you buy a modest new truck, there won't be that much of a difference from paying for the used "someone else's truck". You can also customize the truck exactly the way you want it.
