i would be paying for the cargo and liabilty? I want to just lease on owner ops

All you will need to do is pay the insurance. They will need to meet the same standards as a company driver under your insurance guidelines. Premiums are usually the same for each truck. You will also need to have them under your UCR, IFTA and IRP. They can either get their own base plates or you can do it. You will probably want to make sure that they have either workers comp or an accident policy to protect yourself. They will also need to obtain bobtail insurance. You need to put a lease agreement together outlining your relationship. Other than that, I can't think of anything else you need to do.

Everything GMAN said and I have a few questions Big Truck Driver. What is your pay package going to be? Are they pulling your trailers or theirs, do you find all of the loads or only headhauls. Will you also be driving? How many O/O's are you looking to lease on at one time?

I only plan on taking on 2 right now. I will find all loads. One will use my flatbed trailer.I was thinking 75% with my trailer 80% with his own.And i will not be driving at this time.

Most carriers seem to pay 75% with your own trailer and 65% for power only.

I always say get 4 trucks on at the minimum pay out a max 75% and keep them working. This way you get 25% of 4 trucks which is about 100% of 1 truck if they all stay busy and you have minimal expense. Think about this really hard and see if you agree. Running 1-2 O/O's at the wrong percentage will give you a lot of work with little reward. Have you ever heard the saying "1 truck can only support 1 person" Its true, 4 needs to be your minimum number if you arent going to drive.

I have done 75% to a guy with his own trailer, but at other times I have done 75% and they pulled my wagons for a fee. You should always make sure you get the 25%. If a guy wont work, you get 0% and the insurance is still due for the month. You have to make them work, if they get trucker rich, they will sit home until its all gone then say "Big Truck Driver, I'm ready to run but I dont have fuel money, fill my truck for me".
