What type of freight? What part of those states? For instance, rates can vary widely from eastern Pennsylvania to western Pennsylvania.

Going there you can get $2.50 and up, going back you lucky if you get $1

I don't know the average rate right now, but I have a friend who pulls vans and he has gotten from about $2.25-3/mile going east out of the Midwest. Coming out rates seem to be around $1-1.40/mile. Most still seem to want trucks to haul on the lower end of that rate. I think my friend has averaged about $1.05-1.20/mile coming out.

I live here in NJ, i say no to cheap freight, my truck is paid for, so i'm sitting like day or two home, till i get good load, i have gotten $2+ leaving NJ, but most pays ~$1 per mile. Coming back, nothing less $2.50

I usually deadhead on over into Pennsylvania if I can't get something very quickly that pays decent out of NJ. I won't waste my time and I refuse to haul anything for $1/mile or anywhere close to it.

In my case .60 cpm western pa to long island, NY, but I'm a company driver.
