I have rear side baskets with the clip rack between them, and I mounted a water bottle holder and tire pump on the frame. There is a small tool bag mounted off the back of the seat, with a rubber patch kit and basic repair tools.
It's an old ten speed Schwinn Varsity. I don't have anything on the front bars, except I wrapped the entire bars with water pipe (rubberfoam) insulation. I have to keep moving my hands and body to different positions, and I'll use the entire handlebars in different spots to stay comfortable.

I've got a rear-rack with a grocery-bag pannier and a top-rack trunk.
The grocery pannier is for everything while the top trunk carries extra tubes and other repair equipment.
I've also got a 7.2 AmpH 12v hobby battery hooked up to some ORV headlights and a 140dB airhorn from Harbor Freight.
These are all attached via various linkings of velcro straps, used inner-tube, and zip-ties.
All of this weight is transportable thanks to 110 psi street tires.
