Brakes were not set on the truck. (being uprighted). slight incline. The truck started to roll, still connected to the wrecker, pulling the wrecker over.

Maybe the roll-over was still running and it was in Reverse gear. When it made contact, off it went.

LOL - They'll probably charge the company of the original rollover for the cost to fix the tow truck for not properly setting his brakes
