The trucking policies of California and Washington have gained national attention in the aftermath of a fatal collision involving a commercial truck driver. The case concerns Harjinder Singh, an undocumented Indian immigrant who obtained Commercial Driver’s Licenses (CDLs) from both California and Washington in spite of failing examinations in road signs and basic English.<\/p>\n

On August 12, 2025, Singh did an illegal U-turn on Florida’s Turnpike, causing a horrific accident that claimed three lives. He now faces charges of immigration-related violations and vehicular homicide. His case has gotten national attention, particularly in light of Singh\u2019s nonchalant reaction to the fatal accident, captured on video.<\/p>\n

Because Singh did not fulfill the federal English proficiency and traffic sign recognition levels needed of commercial drivers, his license has come under federal examination. According to reports, when tested in Florida, he misidentified three out of four traffic signs and only successfully answered two of the twelve English exam questions. California and Washington, however, have sanctuary policies that let unauthorized immigrants get driver’s licenses and, in certain situations, CDLs, and they granted the license to Singh.<\/p>\n

The U.S. Department of Transportation (DOT), in response to mounting indignation, has threatened to impose significant financial penalties on California, Washington, and New Mexico unless they start implementing federal English proficiency standards for CDL holders within 30 days.<\/p>\n

Washington could forfeit around $10.5 million in Motor Carrier Safety Assistance Program (MCSAP) payments, and California could lose almost $33 million. New Mexico could pay about $7 million. Citing this case as a failure of state-level compliance with federal safety requirements, DOT Secretary Sean Duffy, with assistance from the Department of Homeland Security (DHS), has framed punitive actions as an essential step to maintain road safety nationwide.<\/p>\n

Compounding the federal response, the Department of State recently placed a temporary block on employment-based visas for commercial truck drivers, foreshadowing a broader federal crackdown on untrained or unauthorized individuals operating huge trucks on American roadways. Additionally, DHS has promised to work with DOT to stop CDLs from being issued to unauthorized immigrants in the future, even in sanctuary counties.<\/p>\n

Washington and California have retaliated against the criticism. In accordance with federal regulations at the time, California officials contend that Singh was granted a limited-term CDL based on paperwork proving work authorization. According to Washington, it is looking into whether its procedures need to be revised and how Singh was granted a full-term CDL in 2023. According to both states, their licensing processes were, at the very least, legally compatible with federal law. The practice of granting licenses to people without proof of immigration status or fluency in English, according to critics, including federal authorities, jeopardizes federal regulatory control and road safety.

<\/p>\n

The political repercussions have been immediate. In support of the state’s licensing regulations, California Governor Gavin Newsom noted that Singh’s work permission had been granted under the Trump administration, a claim that DHS officials have denied. The crash has been used as evidence that sanctuary policies endanger lives and need to be eliminated nationally.<\/p>\n

The immediate worry for California and Washington is whether they will lose vital federal highway safety funding while legal and political disputes rage on. Both states must choose whether to change their licensing procedures or face financial penalties in light of the DOT’s 30-day compliance deadline.<\/p>\n

The case highlights a more profound tension between federal regulations meant to guarantee uniform safety standards for commercial drivers and state jurisdiction over immigration issues. Although the future of CDL policy in sanctuary states is currently unknown, change appears probable because to strong federal pressure.
