Default 01 VNL 670 with VED 12 cruise control limit and HP

I am currently running an 01 670 with a VED12. The truck will run 77 without the cruise but will only run about 70 with the cruise engaged. Speed limits in North Dakota are 75 mph and would like to run the speedlimit with the cruise rather then have to push the pedal all day.

I checked the settings that I can get into in the ECM but I can't seem to find a setting for the cruise control limit on it.

Is this something I need to get changed at a dealer or is there another password I can use to get into the ECM to adjust the settings?

Also I am not sure if the previious company casterated the HP on it. Is there a way I can check this without going to a dealer?

From my understanding the VED motor HP is not able to be adjusted up or down. I could be wrong but that is what I was told.
