The overhead set was done wrong.

Why, is 30 low? What is it normally?

    Default Isx-475 running rough

Has it been running rough sense you got it back or did it start sometime after you got it back ?
Sounds like a bad metering or timing actuator (possibly?)
If the engine runs on after it is shout off it could possibly be an injector check ball not seating = you will need a new injector to fix that.
Was this "Rebuild" done at a Cummings dealer OR distributor ??
=== eather way you should take it back and have that Tec. check it out.

It should be around 35 to 45 psi. I hAd the overhaul at a Cummins dealer.

This is too easy... it just had an in-frame, now you have rough idle and low oil pressure - TAKE IT BACK!!!
