if an applicant had a felony conviction would you refuse them with out looking at the charge and there work history?

Depends on when the conviction was so I would have to say "Investigate first, then decide."
I don't care what you have been charged with but a conviction is a different story. ANY felony conviction in the last 7 years is an automatic DQ with my company.
"In trucking, 2 wrongs don't make a right but 3 lefts do!!"
Any felony conviction without the benefit of a Minister's Permit (and then even with it sometimes) to get in and out of Canada, will rule you out with a lot of companies. More and more freight goes north. If you can't run Canada, you'll run into problems.
