Yes, this needs approval along with drivers having the ability to challenge it. In fact, the report should be detailed in addressing fault and then reviewed before any points are added against a company and driver. Right now, any crash is automatically points against and it's an uphill fight to prove the points were wrongly given. A driver doing the speed limit gets run into from behind by a drunk running 20 MPH faster, driver and company get points. The truck was just wrong place wrong time and yet they get punished by the current system!
