Default Marked in pre trip inspection - got violation

Hi,
Maybe my question may seem dumb for somebody, but..
Then doing pre trip i noticed that tail light is inoperative and put a note on a pre trip inspection. on a way to fix it, got level II inspection and a violation for that inoperative light. Is that legal? And if is it, why do we need to do a pre trip and make notes?..
Thank you!

A: You do pre-trip inspections to find mechanical issues like bad lights. Making notes about inop lights does not fix the inop light.

^^ and the simple fact that it was noted proved that you knew about the defect, and drove anyway.

Yes things like bad lights are supposed to be fixed before you drive. Not always practical I know but that is the way it is. The pretrip is to show you checked it.
