You can definitely get a ticket for logging a speed UNDER the speed limit. I've seen the ticket with my own eyes. Our company wants us to log at least 5 mph below the limit.
That said, doing nothing but driving, with pretrips and fueling, I don't see how 4500 miles could be done LEGALLY. Sure you could make miles disappear, and a few other tricks, but it cannot be done legally the way you are supposed to log.
Assuming your logging 65 mph, which is about the max limit for LEGAL logging. Also assume 15 minutes a day pretrip, and 15 minutes a day for fuel.
After the 6th day, you have 69.00 hours on your 8 day rule, and have 4300 logged miles.
This is not counting bumping any docks, doing any switches, kicking tires, just pure driving.
