Is this normal?

Last night I parked on a get-on ramp along I-68. I woke up this morning about an hour before I could take off, so I was just sitting here browsing the web.
Well, a fuel hauler comes along and pulls in front of me on the ramp. He climbs out, walks to the passenger side of the trailer and takes 3 five gallon gas cans out of a storage box and proceeds to fill them up. After he finished, he replaced the cans back into the storage box and off he goes. I thought to myself, "ok, so he's stealing a little gas." Well, about 15 minutes later, along comes another tanker from the same company. He fills up 2 cans and off he goes. Maybe 5 minutes before I can roll, a third truck from the same company stops and fills up 4 cans and off he goes. Is it normal for fuel haulers to be filling up their personal gas cans along the interstate? I've never seen it happen before, but seeing 3 drivers do it within probably 45 minutes seemed awful strange. BTW - I won't mention the company name or the name of the town I was parked at, so don't ask.

What was the company? :P
Just kiddin, Malaki. I've heard of guys doing that, but I've never seen it done. Maybe, they have profit shares, and they were just getting their shares. :P

Depends on if they were empty at than point. I never did it, but a lot of drivers who were hauling gas in the old days would use the cans and collect the gas that collected in the bottom of the tanks after they had delivered. It was not even frowned upon back then.

I'm betting it was Exit 15 Malaki. 8) Only 7 exits thru there, 4 of them are in Morgantown. The other 2 are right at a small town that might have prying eyes. Exit 15 is kinda in the middle of nowhere, only a State Park there, that's where I would stop and do it.

As I read your post, a couple of reasons come to mind.
Those are the only reasons I can see for doing it.
