Just try it, it does work. I did as they instructed and it did make Mozilla faster. I don't use IE so don't know if it works.

Doesn't look like it works for IE 7. There is no MaxConnectionsPerUser parameter in the registry.

It worked for me using mozilla. It doesn't make it 100% faster but it's noticeable.
