Actually it is legal to run capps on steers, but it is not recomended for over-the-road applications.
You better do a recheck on that

You guys should watch this video. Michelin testers wired a blasting cap with C4 plastic explosives to one of those super singles to test rapid air loss/blowouts on a tanker full of water grossing 78,000 pounds

I know when I was in truck school all of my instructors told us emphatically that it was illegal to run re-caps on steers. Get caught and it was a hefty fine.

Yeah, and I would hate to have a flying gator from a steer tire. I could see the fiberglass fenders, exploding.

There must be a problem with the shop that's doing the retreading then.

Either that or there is an underinflation problem going on.

I've always had good luck with recaps. Makes no sense to throw away a $300 tire after the original tread is worn off.
If you can't shift it smoothly, you shouldn't be driving it.

Yes boys and girls just like I said before recaps can be used on steer axle on trucks. Just nobody recommends it for linehaul use.

What are the regulations regarding the use of retreads on steering axles?

This is an issue that confuses many people. A misconception exists that retreads are not allowed on the steering axle of any vehicle. The fact is, retreads can be used on the steering axle on any vehicle with the exception of a bus. Paragraph "d" of the Federal Motor Carrier Safety Regulation Title 49 Part 393.75 states, "No bus shall be operated with regrooved, recapped or retreaded tires on the front wheels."
    Greetings from Yakima
