(AP - AP) — A truck hauling 20 tons of plastic pipes overturned near Binghamton late yesterday afternoon, snarling traffic for hours. Authorities say the driver of the truck was going too fast when his rig tipped over on Route 17, at a busy highway interchange in Johnson City.
